GIZ wins eLearning-Award   |   Good, better, MOOC!

The Global Campus 21 has won an e-Learning award – already for the third time! The prize was awarded by the „eLearning Journal“ themed „The best eLearning has to offer“ to projects from Germany, Austria and Switzerland, and handed over at the education fair Didacta in Cologne mid February. The learning and networking platform of the GIZ “Global Campus 21” impressed the jury in the category „MOOCs – Massive Open Online Courses International“ with their specially developed education format.

„The award is another proof of the high quality we provide in educational methods and formats to human resources development in projects worldwide“, says Günter Podlacha from the Academy of International Cooperation (AIZ). „MOOCs are, simply put, online courses that offer knowledge free of charge to anyone, without any restrictions of time or location.“

MOOCs are mostly known and used in academic circles for a couple of years already. Together with the company time4you GmbH, the tech partner behind Global Campus 21, the AIZ has developed a special platform with intuitive online tools alongside new methods that are put into practice with a wide range of MOOCs, among them „Powering Agriculture“ and „Quality in Digital Learning“. And those MOOCs are by far not the typical boring online course you would expect! Participants are encouraged to set up their own learning and knowledge spaces. They can organize their own subgroups, use tools like Live-Audio, video and co-work on shared documents. They will also profit from professional networks and partners whom they can interact with or even set up their own additional MOOC. The jury summed it up as „an innovative education tool within corporate learning“. They labelled it as new and said that through its easy to understand, interlaced and always accessible learning space it contributed to a better international cooperation in a sustainable way.

„The combination of methodology and technology makes it possible for learners even in big groups of 1200 to 2000 participants, to reach their individual and shared learning goals, to work on common challenges, to build new Communities of Practice and to connect with other professionals“ says Podlacha.

The MOOC handed in to this competition was developed and executed together with colleagues from the anti-desertification program „Economics of Land Degradation – ELD“. From mid April to mid June 2015 more than 1500 people from all over the world participated in this MOOC. In total more than 6000 participants have completed one of the five MOOCs offered by Global Campus up to date, among them many colleagues from GIZ. At the moment the Global Campus is hosting two MOOCs. „Demand for MOOCs and other innovative learning formats is rising steadily. Especially the local projects outside Germany show great interest“ Podlacha reports.

The E-Learning Award is the internationally renown prize of the „E-Learning Journal“ for innovative approaches in digital learning. Already in 2007 and 2010 the Global Campus 21 has won this award in the category „international“. Well done!

How to measure quality in digital learning?

 

The GIZ on behalf and in close cooperation with the ECBCheck Initiative is launching a Massive Open Online Course (MOOC) on “Quality in Digital Learning”.

This 6 week course starts on February 15th and lasts until March 25th, 2016. It is free of charge and addresses a broad target audience: educational specialists, administrators, managers, lecturers, trainers and everyone working in the field of learning with digital media in development cooperation who wishes to learn more about quality management in digital learning.

The MOOC

During the MOOC questions such as “how can quality in digital learning actually be measured?” and “Can the same mechanisms be used to measure, for example, the quality of traditional e-learning, mobile learning scenarios, gamified solutions or MOOCs?” will be explored.

Besides individual knowledge acquisition, this MOOC will put networking and generating new knowledge together at the front, following the motto: Connecting, sharing and co-creating!
Therefore, right from the beginning participants will have the opportunity to bring in their own resources, ideas and expertise. Instead of mere input from the experts, participants cooperate in working groups with peers and experts in order to create fresh ideas for (new) quality in digital learning.

Global Learning Database for Social Protection and Universal Health Coverage (UHC)

The set-up of social protection systems is a complex and challenging task which requires development partners to adequately invest in human capacities and technical expertise. Worldwide there exists a vast array of trainings and courses tailored to specific needs, which nonetheless often remains very difficult to navigate for the individual user. This is where the new Global Learning Database for Social Protection and Universal Health Coverage (UHC) comes in! It gives an overview of relevant capacity building opportunities offered by GIZ and a large number of other renowned providers, facilitating the choice of the right course through detailed filter options.

The training formats contained in the database range from specialized academic degrees to short and long term trainings, e-learning formats, events and capacity building workshops. They are offered by renowned universities, network-based providers (e.g. Cash Learning Partnership) and development partners such as the World Bank, ISSA, ILO, FAO, UNICEF and UNDP. Also GIZ, commissioned by the German Ministry for Economic Cooperation and Development (BMZ), offers human capacity development formats in the area of social protection and UHC applying state-of-the-art digital technology – globally as well as at regional and national level. The topics and formats are chosen and designed in close cooperation with our partner countries and the respective GIZ programs.

The Global Learning Database has been jointly developed by the GIZ Sector Initiatives ‘Providing for Health (P4H)’ and ‘Systems of Social Protection’ with support of GIZ’s Health and Social Protection Section as an innovative service for interested policy makers and experts, complementing and further strengthening GIZ´s commitment to knowledge cooperation in the field.

What is the “SHABAKA Nebelung for Human Rights”? “SHABAKA” means “network” in Arabic. It is a peer-to-peer advisory network of human rights professionals from Yemen and Iraq, developed during a pilot phase by GIZ Division 8170 (Global Knowledge Sharing and Learning) on behalf of the GIZ Transformation Support Program (TSP) Yemen. The network, which exchanged generally on a virtual basis on GIZ’s learning platform “Global Campus 21”, but also by face-to-face meetings, communicates mostly in Arabic. Currently, the network is composed of about 50 members. The Yemeni and Iraqi members work either in governmental institutions (such as Ministries of Human Rights/Justice/Legal Affairs, the Iraqi High Commission for Human Rights) or in civil society organizations. Most members have a degree in law, are criminal justice specialists and alumni of GIZ or its merger organizations. The daily work of the SHABAKA members is related to protecting and promoting human rights in their respective countries. 

SHABAKA is a useful model for virtual knowledge-sharing and dialogue between human rights experts in the Arab world facing fragile conditions.

“Shabaka” تعني “الشبكة” باللغة العربية. وهي شبكة استشارية على مستوى النظراء من مختصين في مجال حقوق الإنسان في اليمن والعراق أنشأت خلال مرحلة تجريبية من قبل قسم 8170 GIZ (التعلم والمشاركة المعرفية على المستوى العالمي) لصالح برنامج دعم المرحلة الإنتقالية في اليمن (GIZ TSP) . تعتمد الشبكة في تبادلها بشكل عام على أساس افتراضي من خلال منتدى التعلم (Global Campus 21)  إضافة الى اجتماعات للاعضاء وجها لوجه تنفذ في معظمها باللغة العربية.

حاليا، تتكون الشبكة من 50 عضوا. يعمل أعضاء الشبكة اليمنيون والعراقيون في المؤسسات الحكومية مثل (وزارات حقوق الإنسان ،الشؤون القانونية، العدل، المفوضية العليا العراقية لحقوق الإنسان) أو في منظمات المجتمع المدني. معظم أعضاء الشبكة هم من الحاصلين على درجة في القانون وهم من المختصين في مجال العدالة الجنائية والخريجين السابقين من مشاريع GIZ أو من منظماتها المندمجة. يرتبط العمل اليومي لأعضاء الشبكة بحماية حقوق الإنسان وتعزيزها في بلدانهم.

A peer-to-peer coaching network of human rights professionals from Yemen and Iraq

Have a look why and how the Yemeni and Iraqi human rights professionals networked from 1-2014 to 4-2015 on Global Campus 21 in Arabic language within their virtual work space “SHABAKA”. During this period, the about 50 SHABAKA members participated for a total of 234 hours mostly in the 26 facilitated chats on human rights/criminal justice related issues, but also on the pinboard or by consulting documents in the library.

This Pilot Phase was commissioned by GIZ Transformation Program Yemen to GIZ Division 8170 in order to accompany their Yemeni partners on their way to sign and implement a Memorandum of Understanding on the improvement of Yemeni prisons. The Iraqi members are mostly alumni or resource persons from a former GIZ projects on human rights Iraq. At the moment, the network is preparing for an Extension Phase.

To create a successful virtual collaboration on GC21, certain aspects and strategies must however be applied. E-learning – day in Mexico

 

„The potential of e-learning in international cooperation“ – this title drew the attention of numerous participants who had been invited to an event in the GIZ office Mexico.

The day was organized by representatives of the E-Academy/Learning and Cooperating with New Media of the AIZ (OE 8170) together with representatives of DGRV in Mexico (Deutscher Genossenschafts- und Raiffeisenverband e.V. – German Cooperative and Raiffeisen Conferderation) as well as the Latin American e-learning network educ@al.

Interest exceeded all expectations: Nearly 60 participants (among them 40 from GIZ / 20 from DGRV) came from different regions in Mexico and El Salvador to have a closer look at the multiple examples presented from the area of e-learning.

The day was opened by Luiz Ramalho, program director Mexico, who is connected to the field of e-learning owed to his career past, and Helmut Pabst (Program Director of DGRV in Mexico, El Salvador and Nicaragua) as well as María Holguera Baez and Nikola Hüging from E-Academy, who had been in Mexico for the conference Virtual Educa and successfully used this opportunity for an exchange.

After a short introduction into the field of e-learning the theme day mainly aimed at showing participants the many possibilities e-learning is offering, specifically for the context of international cooperation in Mexico. To give participants a chance to get some first hand experiences the many examples of e-learning were presented and discussed at stands. The visitors had the opportunity to ask questions and directly try the offers: from virtual learning offerings from the institute for adult education CREFAL in Latin America, to the platform built by the Mexican loan and savings cooperative CONCAMEX virtual, to the offerings of the e-learning network educ@al as well as innovative formats such as MOOCs (massive open online courses) and mobile learning at the Instituto Tecnológico Nacional de México to last but not least 3D-learning environments, that could be entered by the participants via virtual reality glasses. Especially colleagues from GIZ and its partner institutions expressed great interest for the offerings of the Global Campus 21, like the course portfolio of the E-Academy or the Virtual Communities of Practice with its many advantages for virtual communication.

The event was made complete by work groups, where participants exchanged information on concrete necessities as well as opportunities of their projects. First ideas were developed how e-components could be integrated into projects.

The day went by quickly and the wish remained – as often – to stay in touch and to continue working on common ideas. A series of webinars is planned to make this possible.

Digital tracks to problem solving and capacity building: Hack-test in Addis Abeba

Digital change worldwide affects the areas education, rural development, health, governance and economy. Those are exactly the key areas of development cooperation. The new digital strategy of the BMZ hence encompasses practically all sectors and projects, in particular dealing with knowledge and learning. The OE Global Knowledge Cooperation and Learning (OE 8170) has more than 14 years of practical experience putting new means of learning and Web 2.0 into practice. It offers solutions like:

- concept and implementation of E-Learning, M-Learning and Blended Learning, as well as Authoring and production of online learning content

- concept and implementation of database supported Knowledge Hubs

- concept, setting up and support of Online Communities as well as Social Media and Web 2.0 tools

For the past 10 years the conference e-Learning Africa has been playing a key role for the Roll-Out in Africa. This May it took place in Addis Abeba and again GIZ and BMZ participated prominently. Günter Nooke, Africa representative of the BMZ, participated in different events organized by the GIZ. The “ministerial roundtable” – an exchange of the ministers for education and ICT of diverse African states – met with young African entrepreneurs of the especially vivid “innovation hub” scene, to discuss possible innovations and how to enhance them. This event, organized by the GIZ, went by the motto “Ministers meet Makers”.

The four day workshop that preceded the conference was hands-on: A total of 30 young entrepreneurs, designers, programmers and creatives met for a so called Hackathon to develop Apps, applying the Gamification-approach to such diverse topics as “Financial Education”, “Entrepreneurship” or “Citizenship” – all in just four days.

Gamification refers to tools for positive change management und describes the use of game technologies, game design techniques and game elements in a non-gaming context, in this case social challenges in Africa.

 

In the Hackathon five teams competed against each other. Intercultural Competences, agile project- and product management, presentation and communication techniques all became tangible. The winners of team “AfriOne” had developed a virtual 3-D-App dealing with the subject “Tribalism” and peace. The jury, consisting of representatives of international organizations such as UNU and ADB, were impressed by the results and the award ceremony lead by the BMZ the following day became one of the highlights of the conference.

Basis for innovative e-learning platform is created

The partner workshop at 1st and 2nd December 2014 in Berlin brought together experienced e-learning experts from all around the world. The aim of the workshop was to create the foundation of an innovative e-learning platform that overcomes existing conventions by using the design thinking method which is focused on the user’s expectations.

In order to achieve these goals there were two parallel workshops. During the Design Thinking Workshop, the participants were able to learn how they can free themselves of usual ways of thinking and conventions to create innovation and new ideas. At the same time the Practitioners’ Workshop focused on learning structures of the end user and gave insight into the field of usability.

Community-based quality assurance in e-learning

With the help of Anthony Camilleri of EFQUEL, Volker Lichtenthäler and María Holguera Báez held a pre-conference workshop on the Open ECBCheck initiative at the OEB 2013. The workshop participants were able to experience this innovative certification process in an interactive way. They also learned about the added value put forth by the learning process, including the benefits of joint collaboration and a supportive community.

At the end of the session, a very interesting debate ensuesd, one that benefited from the 150 years of total experience that the participants brought to the table. It involved a discussion on the universal benefits of Open ECBCheck.

ECBCheck Awarding Ceremony

As other events in the years before, the Online Educa has been utilized as a forum to award of the Open ECBCheck certificates to recipients. This year’s 13 recipients surpassed the number of recipients in previous years. Among the certificate recipients were courses and/or programs of various institutions, e.g. the GIZ, Educ@l, ITC/ILO, UNITAR, and the University of the Philippines Open University.

Online Educa Berlin 2013

From December 04th until December 8th 2013 the 19th International Conference on Technology Supported Learning & Training was held in Berlin. According to the organizers, it is the world’s largest global conference on technology-supported education and training. Leading e-learning manufacturers, suppliers and service-providers presented their latest developments, products and services. As in previous years, abpout 2000 participants from more than 100 countries had been expected to attend the event. The conference language is English.

The GIZ at the OEB

The GIZ was also present at the Online Educa. In the preconference programme, María Holguera Baez and Volker Lichtenthäler conducted a workshop on the topic “„Open ECBCheck Step by Step: Community Based Quality Assurance in E-Learning“. It offered participants insights into the practice of this certification. Also, Seynabou Fachinger and Volker Lichtenthäler presented a GIZ-project at the conference on applying e-technology in the training of Cameroonian midwives. Of course, the GIZ has also been present in the exhibition area offering information on the topic of e-learning to all those interested.

What does the Online Educa Offer?

The annual event not only offers an exhibition and demonstration area at the heart of the conference venue, where participants meet and forge essential international contacts and partnerships. It also offers a diverse conference programme featuring more than 400 speakers, including presentations, workshops, seminars and forums. In total there are 16 different types of sessions as e.g. pre-conference seminars, learning cafés and networking and collaboration or LAB sessions. Participants of the Online Educa

As you see, the Online Educa offers experts, experienced users, as well as newcomers in the field of e-learning education an ideal forum to share, network and to get information on the latest developments.  Among the participants are high-level decision makers from education, business and government sectors as well as school and university teachers, experts in training, HR professionals, and people interested in informal and incidental learning.

„Learning Moves“
Under the theme „Learning Moves“ this year’s conference addressed the way learning and teaching are changing, the associated challenges to education and creative and innovative solutions that are promoted by new technologies available. By discussing the subthemes „Creativity and Engagement“, „Global Learning“, „Modern Problems: Smart Solutions“, „Redefining Formal Learning“, „Learning Analytics“, and „Work and ‘Life-Wide’ Learning“ different interests were covered. Business and Video Educa

Part of the event were also the Business Educa and the Video Educa, which are integrated into the Online Educa. The Business Educa is particularly designed for professionals in the field corporate learning. The Video Educa brings together experts from the film and television industry with experts in education and training.

Saba Meeting - Training sessions for moderators

In the last two weeks of august, new and improved training sessions on Saba Meeting took place in English, German and Spanish. They were for free, and were available to both external moderators and project managers within the GIZ. These sessions aimed to provide moderators with cutting-edge techniques, guiding them in the most effective practices for moderation

What is Saba Meeting?

 

Saba Meeting is a product line that helps users to carry out web conferences, virtual classrooms, and webinars. There are several versions of the product, each with their own distinct possibilities for online communication and collaboration. The various options are all custom tailored, and the technology and user interfaces are functional and homogeneous.

 

Easy to install, Easy to operate

Saba Meeting’s navigation structure is well-organized and easy to use: navigation through its many functions is swift and convenient. Saba Meeting no longer requires lengthy installation processes, it can be initiated directly from your browser! The integration of PowerPoint presentations is also much easier than before. Each image is scaled automatically, depending on the device used. Some of the most interesting (and most utilized) features include:

  • Watch and comment presentations together
  • Text-chat, audio-chat and video-chat
  • Establish permanent groups and open meetings
  • Give feedback: the moderator can either allocate one microphone for use, or use multiple microphones simultaneously
  • Gather opinions quickly using the survey feature
  • Comment and coach with the whiteboard- und highlighting functions
  • Share your desktop and software
  • Record a session for playback at a later date

 

Worldwide Access on the Global Campus 21

For years, Saba Meeting has successfully improved communication and collaboration on the GC21 platform. It has proved its worth as a web-conference software, trhough its unceasing support and efficient supplementation of the GC21′s E-Learning products. The GIZ operates its very own Saba-Server; This way, it is unnecessary to outsource personal data. Users who want to participate in Saba activities can log in with their GC21 username, ensuring a convenient connection between the two platforms – GC21 for E-Learning and E-Collaboration and Saba Meeting, for online conferences. Most of the online conferences in Saba Meeting can be directly accessed from the virtual classrooms of the GC21. This is especially convenient for the user.

 

GIZ employees: Please note

Before you attend a session, it is important to activate Java on your computer! GIZ employees must contact ITSC (‐1111) in order to get Java installed. And don’t forget your headset!

The Global Campus 21 and its systems, particularly the live collaboration tool Saba Meeting are excluesively designated for projects within the international development realm. Internal communication [within the GIZ] and live collaboration [with external partners] are made possible by the GIZ’s standard internal software (currently Lync Online and Skype). Further information on GIZ on standardized GIZ software can be found in the section Standard Software of the GIZ.

Open-ID for GIZ staff

 

During the course of integration of the GIZ eLearning systems, the Global Campus 21 will be made available to the GIZ staff via the Open-ID process.

 

What does this mean?

From now on all GIZ staff members will be able to use their GIZ registration data to log on to Global Campus 21 as well!

How can the staff members log on to Global Campus 21?

1.         Visit Global Campus 21 at www.giz.de/GlobalCampus21

2.         Click on the button „GIZ-Login“ located in the right-hand column

If you log on from outside of the GIZ, you will be directed via the same web authentication as on the intranet or OWA, where you can login with your GIZ-registration data. From inside the GIZ this step is unnecessary.

What will happen to the old GC21-registration data?

  • If a staff member is using an obsolete email address on GC21 (@inwent.org, @ded.de, @gtz.de), this will automatically be converted to the new domain @giz.de
  • The old usernames and passwords will no longer be valid.
eLearning Africa - Namibia 2013

Africa’s largest annual conference on ICT for development, education and training

On May 29th the 8th eLearning Africa conference started in Windhoek, Namibia. eLearning Africa is Africa’s largest conference on ICT (Information and Communication technologies) and organised by ICWE (International Conferences, Workshops and Exhibitions) GmbH. It is the key networking venue for practitioners and professionals from Africa and all over the world. Each year a different country hosts the event. The conference languages are English and French.

This year it was held from May 29th to 31st under the theme „Tradition, Change and Innovation“. The dominant focus of conversations was on local innovation in education, on tablets, mobiles and MOOCs, on healthcare delivery and on livelihoods and agriculture, especially for rural communities.

eLearning Africa serves as a pan-African platform, linking a network of decision-makers in the eLearning and distance education sector from governments and administrations with universities, schools, governmental and private training providers, industry and key partners in development cooperation.

In 2012, 1483 participants from 69 different countries attended the conference, 89% of them coming from African countries. The conference includes plenary sessions, smaller presentations and special focus sessions, as well as practical demonstrations and debates on specific topics. There are also various informal networking opportunities, where practitioners share their experiences, knowledge and perspectives. An exhibition and demonstration area accompanies the programme with international eLearning manufacturers, suppliers and service providers presenting their products and services. In addition, a full-day programme of workshops conducted by leading eLearning practitioners precedes the event and a number of special events take place alongside the conference.

As in the years before, GIZ – partner of eLearning Africa – formed part of this event and engaged in a number of activities. Members of the GIZ organized three workshops  and one additional preconference event. The fotos are shown below:

 


E-Learning Reloaded

Innovative AIZ teaching method implemented online

According to AIZ’s methodological didactic concept, learning is successful when learners are in charge of their own learning process; in other words, when they are able to reflect and use their own skills, identify their learning objectives and their learning needs and make the most of those learning opportunities that suit their learning strategies or enable new approaches. Learners also profit from counselling, coaching or tutorial support, as well as from shared or peer-to-peer learning. This is the approach that the E-Academy has been offering for years with its online courses at the Global Campus 21.

‘eLDI’ (eLearning Development & Implementation) is an e-learning course made up of several modules which has been successfully implemented worldwide for many years. It covers the subject of e-learning in all its dimensions – both in its content and in the methods used. A key part of the course is to give the participants the chance to develop a pilot project, for example, an e-learning module or a course concept.

The re-launch of ‘eLDI’ is now imminent and the E-Academy has redesigned the course in order to bring the above-mentioned didactic principles to the fore, making individual learning pathways more explicitly connected with the ideas of co-creation of knowledge.

The changes began with the revision of the course content using the knowledge and, above all, the experience of project and network partners, e-learning tutors and course alumni from many different countries who developed the course contents in a participatory process.

The chosen course design and its navigation break new ground: Fixed, linear specifications are replaced by a mind map structure that allows flexibility and individual learning pathways.

The learning space provides selected resources such as prepared texts, case studies, videos and, of course, tools for communication and collaboration under various category labels such as ‘Explore’, ‘Learning’, ‘Entertainment’ or ‘Community’. The user can navigate from any part of the course to another, while the basic structure remains visible and provides a clear overview.

Unlike linear-programmed courses, here the participants can decide for themselves where they start learning. For example, they can enter into a subject by taking a test and continue by reading up on elements where they showed uncertainty. The learners could also begin with a video, continue by examining the learning objectives before progressing to a practical case study and finally dealing with the actual ‘learning’ content. Participants can also add their own contributions and comments at any point.

Social learning, which is the joint development of certain themes in collaboration with other learners, and the use of appropriate communication and collaboration tools including web conferences and online meetings play a crucial role in the acquisition of knowledge.

The challenges posed by this type of learning are tempered by a corresponding tutoring concept. The learners will be assisted and supported in their learning process by qualified tutors but they are still responsible for using the course offers in order to develop their pilot project according to their own learning goals. In this way, the course not only provides technical knowledge and gives the participants the ability to develop their own e-learning projects and implement them in their own institutions, but also reinforces their competence in self-directed, reflected learning.
